Bir uluslarası inşaatın üst düzey bir pozisyondaki inşaat mühendisinin görev tanımı:
Will be responsible to lead the commercial and financial aspects of the project; commercial management of all contracts; development and preparation of robust estimates of project costs at all stages of the project development process; and manage/oversee all commercial staff.
Duties & Responsibilities
Pre-Contract
·Preparation of the Budget for construction and all associated costs
·Manage the procurement process
·Issue Tender addendums to all Contractors
·Forward Design Queries to Design Manager for liaison with the Project Design Team
·Organise Company Team to undertake bid openings, bid presentations and prepare bid report(s)
·Manage and evaluate all Value Engineering proposals (commercial) and prepare reports
·Advise on the selection of forms of contract and suitable terms and conditions for the Main Contracts
·Review and comment on the terms and conditions of contract for Sub-Contract packages
·Assist Client with strategy and negotiations with preferred Contractor to award contract, as required
·Prepare final Contract documents for client / client’s lawyer review and execution
·Manage the preparation of the Commercial Department procedures and work instructions (as necessary)
Post-Contract
·Prepare briefing to Company Team on concluded contract terms and conditions
·Identify and allocate resources to contract/commercial management of this contract
·Create systems, procedures and forms appropriate to finally concluded contract terms and conditions
·Review / approve proposed tender lists, PQQ for suppliers/subcontractors/sub-consultants and review tenders
·Make report and recommendations on award of suppliers/subcontractors/sub-consultants
·Agree advance payment / method of repayment
·Manage the monthly valuation/payment certification process and ensure the process is fully auditable
·Manage material reconciliation process, BQ /Bulk Quantities production, and carry out overseas inspections of materials/audit supply chain for high value items
·Review / Check / Monitor / Report on Bonds and Insurances, and Bank Guarantees Letters of Credit
·Value NCR deductions / withholds
·Analyse and Process Claims
·Process Counterclaims and Contra-charges
·Review assess and comment on Claims for Extension of Time
·Commenting on the Cash Flow proposals for the Main and Sub-Contractors
·Agree / Monitor / Revise Cash Flow forecasts with contractor / supply chain
·Review all Correspondence / Transmittals / Submittals and approve responses
·Process Engineer’s Instructions
·Prepare Instructions and Variations / Change Orders for approval by the Client
·Commenting on and evaluating the Final Account Submissions from the Main Contractor and Sub-Contractors
·Cost reporting to the Project Director, Senior Project Manager/Deputy Project Director and Client
·Carrying out audits on Sub-contractors and suppliers as and when required.
SCM Deliverables:
·Monitor Company resources utilisation
·Prepare change orders, project budget, and cost plan
·Recommend the Procurement Route / Strategy
·Maintain the Cash Flow Forecast
·Maintain a list of current reputable Sub-Contractors and Suppliers
·Set out a list of Sub-Contract packages required
·Prepare the Main and Sub-Contract Tender Documents
·Record delays to provision of company services
·Prepare claims where required
·Review design information prior to release and arrange change order if time or cost implications are identified
·Forward claims from Contractor to Client within 48 hours
·Review all Correspondence / Transmittals / Submittals and approve responses
·Compile Monthly Valuations and Supporting Documents
·Submit information for monthly report
·Prepare Final account, audit reports and other reports as required.
